There are not much researches have been done on this topic in Malaysia and this implies that there is less concern towards elderly people and service provided by the old folks homes. Recent research was done by Ta Wee, S., and Sanmargaraja (2014) was touched on the ageing issue and facilities provided by the old folk homes in Johor Bahru and Ipoh. Besides, they also examine the perception of elderly while staying at old folk homes. This research focus more on facilities management whereby building factor are the main focus since it in the build environment field. Another research done by Wen Xin, W. L., Noralfishah Sulaiman and Baldry (2013) was discuss about Social Care Facilities Management and proposed on the implementation of effective Facilities Management Audit (FMA) program in order to improve the healthcare service for the elderly people in Malaysia by preferring on the NMS for Care Homes for the elderly people in United Kingdom. Besides, it revealed that there are no common standards of Residential Care Home for Elderly establishment and management. Again, it gives more attention on the facilities aspect. Next, Sor Tho, N., et al. (2012) was conducted a research regarding the effects of quality of service and activities on the residents in nursing homes. Based on this research, it shows that the more activities held by the nursing homes to the elderly residents, the more satisfaction they got. Common issues that occurred at old folk homes are related for the services provided like inadequate of facilities, lack of accessibility and shortage of workers (Sanmargaraja, 2012). Besides, some facilities provided are not suit and comfortable for the elderly people. Due to the aging process, the elderly people need a special care. However, not all old folk homes fulfill the needs of the elderly people. Based on the research done by Sanmargaraja and Ta Wee, S., (2013), most of the old folk homes resident in Johor Bahru and Ipoh are satisfied with the facilities provided but all of them are suggest and advice that the facilities have to be improve parallel with the increasing number of elderly staying at old folk homes. Besides, a few of the elderly are not satisfied and reveal that the managers are not care about the residents in government old folk homes. This shows that the service provided by the old folk homes is not fully satisfactory to the elderly in particular areas. Elderly is part of the society and used to serve for the country and society. Therefore, they need to be served better and suit for their conditions. Generally, government old folk homes is better in terms of providing services to elderly because government have more resources and stable compared to non-governmental old folk homes. For instance, Pusat Jagaan Warga Emas Nur Ehsan in Johor Bahru, which is non-governmental old folks home once used to need RM 200,000 in order to rebuild and buy needed facilities for its resident in 2011 (Utusan Malaysia, 2011). In addition, private old folk homes are needed in providing place, service and protection to elderly due to the demand and seen as more comfortable for elderly. Therefore, this research arises from the needs to know the level of quality of service of old folk homes in comprehensive by taking into account the tangible and intangible aspect at old folk homes. Moreover, people tend to have their own expectancy of service before receive the real service. Therefore, this research will examine the expectancy of the elderly regarding service provided and the real service they received. Besides, this research will compare the service and elderly satisfaction of service quality provided by government old folk home and non-government old folk homes (private and NGO) in Perak in order to understand the best service provided that is suit with the elderly needs. However, this research may not represent quality of service in all types of all old folk homes in Perak and Malaysia. This research is based on the case study held in chosen old folk homes.
